Aid and Attendance is an add-on to the VA pension for a wartime veteran or surviving spouse who needs another person’s help with daily life, is bedridden, lives in a nursing home or has very limited vision12.
New Mexico’s care costs run lower than the national picture, so the pension can cover a bigger share of the bill here than in many states. This guide keeps the federal rules short and focuses on New Mexico’s offices, programs and numbers.
2026 rates and who qualifies
| Household | Basic pension | With Housebound | With Aid and Attendance |
|---|---|---|---|
| Veteran, no dependents | $17,441 | $21,313 | $29,093 |
| Veteran with a spouse or child | $22,839 | $26,710 | $34,488 |
| Surviving spouse, no dependents | $11,699 | $14,298 | $18,697 |
These are yearly ceilings, not what everyone gets. VA subtracts your countable income from the ceiling and pays the difference in monthly installments.

Look first at the Aid and Attendance column. The 2026 ceiling is $29,093 a year for a single veteran, $34,488 with a spouse or dependent and $18,697 for a surviving spouse34. The full rules are in our national Aid and Attendance guide.
Who qualifies, including edge cases
The federal rules are the same in every state. The veteran needs 90 days of active duty with at least one day during a wartime period (24 months or the full call-up for most who entered after Sept. 7, 1980), a discharge other than dishonorable, and a net worth under $163,699. Net worth means assets plus yearly income, and VA looks back 36 months for assets given away5673. For any care setting, the medical test is a need for help with daily activities or protective supervision, shown on VA Form 21-268089.
- Surviving spouses. A wartime veteran's surviving spouse can qualify based on their own care needs, using Form 21P-534EZ10.
- Under 65. Applicants younger than 65 also have to be permanently and totally disabled to get the pension.
- The home. A main home on a lot of up to two acres isn't counted in net worth11.
- Rated veterans. A veteran with service-connected compensation gets whichever VA benefit is higher. Since 2026, any rating from 10% up also brings a proportional New Mexico property tax exemption.

NMDVS veterans service officers
The New Mexico Department of Veterans’ Services runs a Field Services Division whose veterans service officers help veterans and eligible dependents file VA claims, get state and federal benefits and connect with housing and health care resources12. The department works closely with VA’s Albuquerque regional office12.
Offices are spread out the way New Mexicans are: Albuquerque and Rio Rancho, Santa Fe, Las Vegas and Taos in the north, Farmington, Gallup and Grants in the northwest, Belen, Clovis, Roswell, Hobbs and Alamogordo in the east and south, and Silver City and Las Cruces in the southwest. Call 1-866-433-8387 or (505) 383-2400 to find yours1312.
Help with care planning
For Medicaid and aging services, New Mexico’s Aging and Disability Resource Center answers at 1-800-432-2080 and helps older adults, people with disabilities and caregivers find services, including the Community Benefit14. Anyone helping with the VA claim should appear on VA’s accreditation search15.
What care costs in New Mexico
- Nursing home. Medicaid's average monthly cost of nursing facility care for private patients is $8,947 for applications from 2025 on16. See Aid and Attendance in a New Mexico nursing home.
- At home. New Mexico's median wage for home health and personal care aides was $13.71 an hour in May 2025, among the lower aide wages in the country. Agencies bill more than the wage17. See Aid and Attendance for home care in New Mexico.
- Assisted living. No official statewide price is published. See Aid and Attendance for assisted living in New Mexico.
- Memory care. No official statewide price either. See Aid and Attendance for memory care in New Mexico.
At those numbers, a single veteran’s full Aid and Attendance ceiling equals roughly three months of the state’s nursing facility average163. That’s real money in a state where many retirees live on modest incomes.
A New Mexico worked example
VA only subtracts care and medical costs above 5% of the basic pension rate, which is $872 a year for a single veteran in 2026183. Here’s the math for a widowed Army veteran in Roswell, who has $24,000 a year of income and $20,000 a year of care and medical costs. Countable income is $24,000 − ($20,000 − $872) = $4,872. The pension is the $29,093 ceiling minus that: $29,093 − $4,872 = $24,221 a year, or about $2,018 a month3. If costs climb to $24,872 or more, countable income reaches zero and the full ceiling is paid.
At New Mexico’s median aide wage, $20,000 a year pays for about 28 hours of help a week before any agency markup17. Keep every invoice; VA counts what was actually paid19.
How the pension fits with New Mexico Medicaid
New Mexico’s Medicaid program, Turquoise Care, pays for long-term care at home through the Community Benefit, for members who meet nursing facility level of care. Income and resource limits are the same as for nursing home Medicaid: in 2026, countable income up to $2,982 a month and resources of $2,000 for a single person1420. The front door is the Aging and Disability Resource Center at 1-800-432-208014.
A VA pension counts as income when the Health Care Authority decides eligibility, and the income limit is a hard cap, so a pension award can matter. Talk to the ADRC before filing either claim.
New Mexico divides the uncompensated value of gifts by that $8,947 average to get the months of restricted Medicaid coverage16. A $30,000 gift, for example, means about 3.4 months ($30,000 ÷ $8,947).

Truth or Consequences, halfway between Albuquerque and El Paso, is home to New Mexico’s first and only state veterans home. It admits honorably discharged veterans with at least 90 days of service, their spouses and Gold Star parents. New Mexicans get preference when there’s a waiting list, but out-of-state veterans can apply. Charges follow the resident’s income and resources, and a resident on Medicaid pays the Medicaid amount21. Details are in New Mexico’s state veterans home.
Mistakes New Mexico families make
- Paying a consultant to file. NMDVS service officers help with VA claims12, and accredited help is free15.
- Giving money to the kids first. VA looks back 36 months, and New Mexico Medicaid restricts coverage for gifts using its $8,947 monthly average716.
- Ignoring the property tax change. Since 2026, partially disabled veterans can get a prorated exemption on their home22.
- Waiting for a crisis. Pension starts from the claim date; an intent to file buys time to gather records.
How to apply in New Mexico
- Get the medical evidence. A doctor fills out VA Form 21-2680. For a nursing home resident, the facility fills out Form 21-0779923.
- File the pension claim. Veterans file VA Form 21P-527EZ and surviving spouses file 21P-534EZ, along with income, asset and care-cost records2410.
- Book a NMDVS veterans service officer. Call 1-866-433-8387 or (505) 383-2400. Field offices include Albuquerque, Rio Rancho, Santa Fe, Las Vegas, Taos, Farmington, Gallup, Grants, Belen, Clovis, Roswell, Hobbs, Alamogordo, Silver City and Las Cruces1213.
- Ask about state benefits too. NMDVS issues the certificate you need for the veteran and disabled veteran property tax exemptions, and runs four state veterans cemeteries2212.
